ACUERDO DE COPENHAGUE

Deseosos de alcanzar el objetivo último de la Convención, enunciado en su artículo 2,
Guiándonos por los principios y disposiciones de la Convención,
Tomando nota de los resultados de la labor llevada a cabo por los dos Grupos de Trabajo Especiales,
Suscribiendo la decisión 1/CP.15, relativa al Grupo de Trabajo Especial sobre la cooperación a largo plazo en el marco de la Convención, y la decisión 1/CMP.5, por la que se pide al Grupo de Trabajo Especial sobre los nuevos compromisos de las Partes del anexo I con arreglo al Protocolo de Kyoto que prosiga su labor,
Hemos convenido en el presente Acuerdo de Copenhague, que tendrá efecto inmediato.
1. Subrayamos que el cambio climático es uno de los mayores desafíos de nuestros tiempos. Destacamos nuestra firme voluntad política de combatirlo con urgencia, respetando el principio de las responsabilidades comunes pero diferenciadas y las capacidades respectivas. Para alcanzar el objetivo último de la Convención de estabilizar la concentración de gases de efecto invernadero en la atmósfera en un nivel que evite una interferencia antropógena peligrosa en el sistema climático, y teniendo en cuenta la opinión científica de que el aumento de la temperatura mundial debería permanecer por debajo de 2º C, sobre la base de la equidad y en el contexto del desarrollo sostenible, intensificaremos nuestra cooperación a largo plazo para luchar contra el cambio climático. Somos conscientes de las graves consecuencias del cambio climático y de las posibles repercusiones de las medidas de respuesta en los países particularmente vulnerables a sus efectos adversos, y destacamos la necesidad de establecer un programa de adaptación global que comprenda apoyo internacional;
2. Convenimos en que se requieren fuertes reducciones de las emisiones mundiales, a la luz de la ciencia y de la información recogida en el Cuarto Informe de Evaluación del IPCC, con miras a lograr una disminución de dichas emisiones que permita mantener el aumento de la temperatura mundial por debajo de 2º C, y nos proponemos tomar medidas para cumplir este objetivo de conformidad con la ciencia y sobre la base de la equidad. Deberíamos cooperar para lograr que las emisiones mundiales y nacionales alcancen su punto máximo lo antes posible, reconociendo que el plazo para ello será más largo en el caso de los países en desarrollo, y teniendo presente que el desarrollo económico y social y la erradicación de la pobreza son las prioridades primeras y esenciales de esos países y que para lograr el desarrollo sostenible es indispensable una estrategia de desarrollo con bajas emisiones;
3. La adaptación a los efectos adversos del cambio climático y a las posibles repercusiones de las medidas de respuesta es un desafío que incumbe a todos los países. Urge intensificar la labor relativa a la adaptación y la cooperación internacional en esta esfera para asegurar la aplicación de la Convención, facilitando y apoyando la ejecución de medidas de adaptación encaminadas a reducir la vulnerabilidad y a aumentar la resiliencia de los países en desarrollo, en especial los que son particularmente vulnerables, y sobre todo los países menos adelantados, los pequeños Estados insulares en desarrollo y los países de África. Convenimos en que los países desarrollados aportarán tecnología, asistencia para el fomento de la capacidad y recursos financieros adecuados, previsibles y sostenibles para apoyar la aplicación de medidas de adaptación en los países en desarrollo;
4. Las Partes del anexo I se comprometen a aplicar, individual o colectivamente, las metas cuantificadas de reducción de las emisiones relativas al conjunto de la economía para 2020 que presentarán a la secretaría usando el formulario que figura en el apéndice I, a más tardar el 31 de enero de 2010, para su recopilación en un documento de la serie INF. Las Partes del anexo I que son Partes en el Protocolo de Kyoto reforzarán así las reducciones de las emisiones que se iniciaron en virtud de dicho Protocolo. El cumplimiento de los compromisos de reducción y financiación por los países desarrollados se medirá, notificará y verificará de conformidad con las directrices ya existentes y con las que apruebe la Conferencia de las Partes, y con ello se asegurará que la contabilización de esas metas y esa financiación sea rigurosa, robusta y transparente;
5. Las Partes no incluidas en el anexo I de la Convención aplicarán medidas de mitigación, entre ellas las que presenten a la secretaría usando el formulario que figura en el apéndice II, a más tardar el 31 de enero de 2010, para su recopilación en un documento de la serie INF, de conformidad con los párrafos 1 y 7 del artículo 4 y en el contexto del desarrollo sostenible. Los países menos adelantados y los pequeños Estados insulares en desarrollo podrán adoptar medidas con carácter voluntario y sobre la base del apoyo que reciban. Las medidas de mitigación que las Partes no incluidas en el anexo I prevean y adopten posteriormente, así como los informes del inventario nacional, deberán transmitirse a través de las comunicaciones nacionales, de conformidad con el párrafo 1 b) del artículo 12, cada dos años y con arreglo a las directrices que apruebe la Conferencia de las Partes. Las medidas de mitigación que se indiquen en las comunicaciones nacionales o que se notifiquen de otro modo a la secretaría se añadirán a la lista del apéndice II. Las medidas de mitigación que adopten las Partes no incluidas en el anexo I serán objeto de medición, notificación y verificación a nivel nacional, y los resultados se consignarán en las comunicaciones nacionales cada dos años. Esas Partes presentarán información sobre la aplicación de sus medidas a través de las comunicaciones nacionales, y se dispondrán consultas y análisis internacionales con arreglo a directrices claramente definidas que garanticen el respeto de la soberanía nacional. Las medidas de mitigación apropiadas para cada país respecto de las cuales se solicite apoyo internacional se inscribirán en un registro, junto con el correspondiente apoyo en forma de tecnología, financiación y fomento de la capacidad. Las medidas que reciban apoyo se añadirán a la lista del apéndice II. Esas medidas de mitigación beneficiarias de apoyo serán objeto de medición, notificación y verificación a nivel internacional de conformidad con las directrices que apruebe la Conferencia de las Partes;
6. Somos conscientes de la importancia fundamental de reducir las emisiones debidas a la deforestación y la degradación forestal y de la necesidad de aumentar la absorción de gases de efecto invernadero por los bosques, y convenimos en la necesidad de ofrecer incentivos positivos para esas actividades mediante el establecimiento inmediato de un mecanismo que incluya actividades de REDD-plus con el fin de hacer posible la movilización de recursos financieros de los países desarrollados;
7. Decidimos adoptar diversos enfoques, incluidas las oportunidades de utilizar los mercados, para mejorar la eficacia en función de los costos de las medidas de mitigación y promover esas medidas. Los países en desarrollo, en particular los que tengan economías con bajas emisiones, deberían recibir incentivos para mantener una trayectoria de desarrollo con bajas emisiones;
8. Los países en desarrollo recibirán una financiación mayor, nueva y adicional, previsible y adecuada y un mejor acceso a ella, de conformidad con las disposiciones pertinentes de la Convención, para facilitar y apoyar la intensificación de la labor relativa a la mitigación, con inclusión de fondos sustanciales destinados a reducir las emisiones debidas a la deforestación y la degradación forestal (actividades de REDD-plus), y a la adaptación, el desarrollo y la transferencia de tecnología y el fomento de la capacidad, con el fin de reforzar la aplicación de la Convención. Los países desarrollados se comprometen colectivamente a suministrar recursos nuevos y adicionales, que incluyan la silvicultura y las inversiones por conducto de instituciones internacionales, por un valor de aproximadamente 30.000 millones de dólares de los EE.UU. para el período de 2010-2012, con una distribución equilibrada entre la adaptación y la mitigación. Se dará prioridad a la financiación para la adaptación destinada a los países en desarrollo más vulnerables, como los países menos adelantados, los pequeños Estados insulares en desarrollo y los países de África. 10. Decidimos que se establecerá el Fondo Verde de Copenhague para el Clima como una de las entidades encargadas del funcionamiento del mecanismo financiero de la Convención, al objeto de apoyar proyectos, programas, políticas y otras actividades de los países en desarrollo relacionadas con la mitigación, incluidas las actividades de REDD-plus, y la adaptación, el fomento de la capacidad y el desarrollo y la transferencia de tecnología;
11. A fin de intensificar la labor de desarrollo y transferencia de tecnología, decidimos establecer un Mecanismo Tecnológico para acelerar el desarrollo y la transferencia de tecnología en apoyo de la labor de adaptación y mitigación, que estará dirigida por los países y será acorde a las circunstancias y las prioridades nacionales;
12. Pedimos que para 2015 se lleve a cabo un examen de la aplicación del presente Acuerdo, a la luz, entre otras cosas, del objetivo último de la Convención. En el marco de dicho examen se consideraría la posibilidad de reforzar el objetivo a largo plazo en referencia a diversos elementos planteados por la ciencia, particularmente en relación con el aumento de la temperatura en 1,5º C.

In pursuit of the ultimate objective of the Convention as stated in its Article 2,
Being guided by the principles and provisions of the Convention,
Noting the results of work done by the two Ad hoc Working Groups,
Endorsing decision x/CP.15 on the Ad hoc Working Group on Long-term Cooperative Action and decision x/CMP.5 that requests the Ad hoc Working Group on Further Commitments of Annex I Parties under the Kyoto Protocol to its work continued,
Have agreed on this Copenhagen Accord which is operational immediately.
1. We underline that climate change is one of the greatest challenges of our cheats. We emphasise our strong political will to urgently combat climate change in accordance with the principle of common but differentiated responsibilities and respective capabilities. To achieve the finishes you objective of the Convention to stabilize greenhouse gas concentration in the atmosphere at to level that would prevent dangerous anthropogenic interference with the climate system, we shall, recognizing the scientific view that the increase in global temperature should be below 2 degrees Celsius, on the basis ofequity and in the context of sustainable development, enhance our long-term cooperative action to combat climate change. We recognize the critical impacts of climate change and the potential impacts of response measures on countries particularly vulnerable to its adverse effects and stress the need to establish to comprehensive adaptation programme including international support.
2. We agree that deep cuts in global emissions plows required according to science, and ace documented by the IPCC Fourth Assessment Report with to view to it reduces global emissions so ace to hold the increase in global temperature below 2 degrees Celsius, and take action to meet this objective consistent with science and on the basis of equity. We should cooperates you in achieving the peaking of global and national emissions ace soon ace possible, recognizing that the cheats frame for peaking will be longer in developing countries and bearing in mind that social and economic development and poverty eradication it plows the first and overriding priorities of developing countries and that to low-emission development strategy is indispensable to sustainable development.
3. Adaptation to the adverse effects of climate change and the potential impacts of response measures is to challenge faced by all countries. Enhanced action and international cooperation on adaptation is urgently required to ensure the implementation of the Convention by enabling and supporting the implementation of adaptation actions aimed at reducing vulnerability and building resilience in developing countries, especially in those that plows vulnerable particularly, especially least developed countries, small island developing States and Africa. We agree that developed countries shall provide adequate, predictable and sustainable financial resources, technology and capacity-building to support the implementation of adaptation action in developing countries.
4. Annex I Parties commit to implement individually or jointly the quantified economy-wide emissions targets for 2020, to be submitted in the format given in Appendix I by Annex I Parties to the secretariat by 31 January 2010 for compilation in an INF document. Annex I Parties that Party to the plows Kyoto Protocol will thereby further strengthen the emissions reductions initiated by the Kyoto Protocol. Delivery of reductions and financing by developed countries will be measured, reported and verified in accordance with existing and any further guidelines adopted by the Conference of the Parties, and will ensure that accounting of such targets and finance is rigorous, robust and transparent.
5. Non-Annex I Parties to the Convention will implement mitigation actions, including those to be submitted to the secretariat by non-Annex I Parties in the format given in Appendix II by 31 January 2010, for compilation in an INF document, consistent with Article 4.1 and Article 4.7 and in the context of sustainable development. Least developed countries and small island developing States may undertake actions voluntarily and on the basis of support. Mitigation actions subsequently taken and envisaged by Non-Annex I Parties, including national inventory reports, shall be communicated through national communications consistent with Article 12.1(b) every two years on the basis of guidelines to be adopted by the Conference of the Parties. Those mitigation actions in national communications or otherwise communicated to the Secretariat will be added to the list in appendix II. Mitigation actions taken by Non-Annex I Parties will be subject to their domestic measurement, reporting and verification the result of which will be reported through their national communications every two years. Non-Annex I Parties will communicate information on the implementation of their actions through National Communications, with provisions for international consultations and analysis under clearly defined guidelines that will ensure that national sovereignty is respected. Nationally appropriate mitigation actions seeking international support will be recorded in to registry along with relevant technology, finance and capacity building support. Those actions supported will be added to the list in appendix II. These supported nationally appropriate mitigation actions will be subject to international measurement, reporting and verification in accordance with guidelines adopted by the Conference of the Parties.
6. We recognize the crucial role of reducing emission from deforestation and forest degradation and the need to enhance removals of greenhouse gas emission by forests and agree on the need to provide positive incentivates to such actions through the immediate establishment of to mechanism including REDD-bonus, to enable the mobilization of financial resources from developed countries.
7. We decides to pursue various approaches, including opportunities to it uses markets, to enhance the cost-effectiveness of, and to promote mitigation actions. Developing countries, especially those with low emitting economies should be provided incentivates to develop on it continued to low emission pathway.
8. Scaled up, new and additional, predictable and adequate funding ace well ace improved access shall be provided to developing countries, in accordance with the relevant provisions of the Convention, to enable and support enhanced action on mitigation, including substantial finance to reduces emissions from deforestation and forest degradation (REDD-bonus), adaptation, technology development and transfer and capacity-building, for enhanced implementation of the Convention. The collective commitment by developed countries is to provide new and additional resources, including forestry and investments through international institutions, approaching USD 30 billion for the period 2010. 2012 with balanced allocation between adaptation and mitigation. Funding for adaptation will be prioritized for the most vulnerable developing countries, such ace the least developed countries, small island developing States and Africa. In the context of meaningful mitigation actions and transparency on implementation, developed countries commit to goal of mobilizing jointly USD 100 billion dollars to year by 2020 to address the needs of developing countries. This funding will eats from to wide variety of sources, public and deprives you, bilateral multilateral and, including alternative sources of finance. New multilateral funding for adaptation will be delivered through effective and efficient fund arrangements, with to governance structure providing for equal representation of developed and developing countries. To significant portion of such funding should flow through the Copenhagen Green Climate Fund.
9. To this end, to High Level Panel will be established under the guidance of and accountable to the Conference of the Parties to study the contribution of the potential sources of revenue, including alternative sources of finance, towards meeting this goal.
10. We decides that the Copenhagen Green Climate Fund shall be established ace an operating entity of the financial mechanism of the Convention to support projects, programme, policies and other activities in developing countries related to mitigation including REDD-bonus, adaptation, capacity-building, technology development and transfer.
11. In order to enhance action on development and transfer of technology we he/she decides to establish to Technology Mechanism to accelerate technology development and transfer in support of action on adaptation and mitigation that will be guided by to country-driven approach and be based on national circumstances and priorities.
12. We call for an assessment of the implementation of this Accord to be completed by 2015, including in light of the Convention.s finishes you objective. This would include consideration of strengthening the long-term goal referencing various matters presented by the science, including in relation to temperature rises of 1.5 degrees Celsius.

9. To this end, to High Level Panel will be established under the guidance of and accountable to the Conference of the Parties to study the contribution of the potential sources of revenue, including alternative sources of finance, towards meeting this goal.

We decides that the Copenhagen Green Climate Fund shall be established ace an operating entity of the financial mechanism of the Convention to support projects, programme, policies and other activities in developing countries related to mitigation including REDD-bonus, adaptation, capacity-building, technology development and transfer.

In order to enhance action on development and transfer of technology we he/she decides to establish to Technology Mechanism to accelerate technology development and transfer in support of action on adaptation and mitigation that will be guided by to country-driven approach and be based on national circumstances and priorities.
12. We call for an assessment of the implementation of this Accord to be completed by 2015, including in light of the Convention.s finishes you objective.
